Job Purpose
The Programme Coordinator-MEAL will provide strategic leadership in developing and strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across Concern Bangladesh.
The role will ensure evidence-based decision-making, organizational learning, accountability, and high-quality program implementation aligned with the Country Strategic Plan (CSP) and global MEAL standards.
Key Responsibilities
Strategic Leadership
- Lead the country MEAL strategy.
- Develop and improve MEAL frameworks.
- Support program design and proposal development.
- Strengthen Result-Based Management (RBM).
- Integrate gender, safeguarding, inclusion, and climate resilience into MEAL systems.
Monitoring & Evaluation
- Lead baseline, midline, endline surveys and evaluations.
- Monitor programme performance.
- Produce high-quality reports.
- Ensure quality data collection and analysis.
Accountability
- Strengthen Accountability to Affected Populations (AAP).
- Manage Feedback and Complaint Response Mechanisms.
- Ensure safeguarding standards are maintained.
Learning & Knowledge Management
- Document programme lessons and best practices.
- Produce learning briefs and research summaries.
- Promote adaptive programming.
Capacity Building
- Train program staff and partners.
- Provide technical guidance on MEAL tools.
- Strengthen partner organizational capacity.
- Ensure GDPR compliance and responsible data management.
Coordination
- Coordinate with program teams, donors, partners, and headquarters.
- Represent Concern Bangladesh in national MEAL forums.
- Support project quality throughout implementation.
Team Management
- Supervise MEAL Officers.
- Promote equality, diversity, and safeguarding.
- Support emergency response activities when required.
Educational Requirements
Applicants should possess:
- Postgraduate degree in:
- Statistics
- Social Sciences
- Development Studies
- Monitoring & Evaluation
- or another relevant discipline.
Experience Requirements
Candidates should have:
- Minimum 5–7 years of relevant professional experience.
- At least 3 years in leadership or management roles.
- Experience designing and implementing MEAL systems.
- Experience working in humanitarian and development programmes.
- Strong knowledge of:
- Results-Based Management (RBM)
- Accountability to Affected Populations (AAP)
- Core Humanitarian Standard (CHS)
- Safeguarding
- Experience using:
- Kobo Toolbox
- Power BI
- SPSS
- Stata
- R
